When to Lodge a Certificate of Compliance
When major plumbing work is completed, the licensed plumbing contractor who lodged the notice of intention for the work, must within 5 working days of completing the work:
- Give the Board a certificate of compliance for the work;
- Give a copy of the certificate to the owner or occupier of the place where the work was carried out; and
- Give a copy of the certificate to the local government authority of the district in which the work was carried out if the work is drainage plumbing and the drainage plumbing is not, and is not intended to be, connected to a sewer.
A certificate of compliance can only be lodged by the licensed plumbing contractor to which it is registered and it must be filled out in its entirety. Partially filled or unreadable certificates will not be accepted.
A licensed plumbing contractor who gives a certificate of compliance must keep a copy of the certificate at his or her principal place of business for at least 6 years.
What happens if the work is not completed?
If for any reason a licensed plumbing contractor commences plumbing work but will not complete all of the work identified in the notice, the plumbing work carried out must be certified. However the plumbing contractor must modify the notice of intention submitted to the PLB to accurately reflect the work that has been carried out by completing the reverse side of the compliance certificate.
If a licensed plumbing contractor submits a notice of intention to the Board but the licensed plumbing contractor has not carried out or will no longer be responsible for carrying out any of the plumbing work specified in the notice the contractor must withdraw the notice by completing the reverse side of the compliance certificate.
How to Lodge a Certificate of Compliance
Within 5 working days of completing any major plumbing work a licensed plumbing contractor must:
- complete, sign and date the certificate of compliance;
- provide the original certificate of compliance (yellow copy) to the Plumbers Licensing Board;
- provide a copy of the certificate of compliance (blue copy) to the owner or occupier of the property where the plumbing work was carried out;
- where drainage plumbing work is carried out:
- provide a copy of the certificate of compliance (white copy) together with any as constructed diagram to the local government authority in non-sewered areas; or
- provide a copy of the as constructed diagram to the licensed water services provider in sewered areas;
- retain a copy of the certificate of compliance (green copy) for 6 years.
Certificates of compliance can be lodged:
- in person at any Commerce office (refer to the back page of the booklet for locations and office hours);
- by posting to

- by faxing to 1300 449 185, provided the original is submitted to the Board within one week of receipt of the facsimile.
